This report is part two of an examination of the adequacy of the network of community health centers to serve its target population in the decade following the passage of the Patient Protection and Affordable Care Act (ACA).

We utilize state and local data to evaluate the health care workforce at community health centers in Los Angeles County, identify the challenges these centers face, and explore the strategies they employ to address these challenges. Key findings include:

  • In the decade following the Affordable Care Act, health centers more than doubled their workforce.
  • Health centers create stable jobs in their communities which benefits the local economy. In 2021, health centers spent nearly $1 billion on workforce salaries, wages, and benefits.
  • The health care workforce is not growing fast enough to keep pace with the increasing demand for both primary and behavioral health care.
  • Addressing the workforce crisis requires a range of promising strategies, supported by and in collaboration with external partners and funders.
