Health Center Strategies to Prepare for UDS+ Patient-Level Data Submission

 HRSA Uniform Data System (UDS) submission requirements, processes and expectations are common knowledge across health centers and look-alikes. HRSA Health Center Program awardees and look-alikes are required to report a core set of information, including data on patient characteristics, services provided, clinical processes and health outcomes, patients’ use of services, staffing, costs, and revenues as part of a standardized reporting system known as the Uniform Data System (UDS). Over the course of the past year, HIT vendors and health centers have received consistent guidance and updated timelines as they begin to prepare their systems for submitting annual UDS reports through new UDS+ FHIR based API pathway(s) that will now include patient level de-identified data. This one-hour session is designed to provide up-to-date information and best practices for supporting your health center’s future preparation efforts in submitting UDS+ reports.  

By the end of the sessions, attendees will:

  • Discover new information and updates from HRSA regarding UDS+ submission and preparation for submitting test UDS+ data in February 2024. 
  • Understand the differences between the new UDS+ submission process and the legacy Electronic Handbook (EHB) submission process and how to prepare for UDS Modernization. 
  • Learn more on best practices on UDS data cleanliness, data stewardship and governance. 
  • Gain HIT vendor best practices for preparing future UDS+ submissions and validating your data before submission.

Instructor Biography:

Raymond Ople, MPH, Assistant Director of Network Programs and Initiatives, Community Clinic Association of Los Angeles County.

Raymond Ople, MPH, is CCALAC’s Assistant Director of Network Programs and Initiatives. Raymond has been with CCALAC for over 11 years and is also CCALAC’s designated Project Director of its Health Center Controlled Network (HCCN) program. He has over 16 years of professional experience in the healthcare industry and is responsible for the oversight of CCALAC’s HCCN program and the effective coordination of CCALAC’s practice transformation technical assistance initiatives internally and with external partners. Raymond is the current chair of the California Primary Care Association’s HCCN Peer Network and is a contributing member of the national HCCN Peer Learning Team Advisory Committee, which is supported by HRSA. Raymond holds a Master’s of Public Health from the University of California, Los Angeles (UCLA), and a Bachelor of Science in Health Promotion and Disease Prevention Studies from the University of Southern California (USC). He is also a current Board Member of the UCLA Fielding School Health Policy and Management Alumni Association. 

Rachel Proud, MPH, Associate Director of Practice Transformation Services/CMA Physician Services Organization (CMA PSO).

Rachel has 11 years of experience working with community health centers, private practices, and hospitals to improve patient experience, clinical quality measures and operational efficiency. As the Associate Director of Practice Transformation, Rachel manages the practice transformation work and team to meet client goals and objectives. Ms. Proud is responsible for multiple ongoing projects and has expansive field experience, working with over 30 different health centers and small practices in multiple counties across the state, primarily in Los Angeles County. She has a strong track record of achieving quality improvement, utilization management, and transformational results for the organizations she has supported. She also leads efforts to optimize EHR use and data reporting, engage patients and families, optimize transitions to community care settings after acute hospitalization, and improve patient education and management in all care settings. Prior to her work with CMA PSO for the last 3 years, Ms. Proud worked as a Senior Managing Consultant for a Southern California-based consulting firm. She has also worked directly with families and patients as an intake patient advocate at Mission Hospital providing eligibility screening and enrollment support for multiple different health insurance plans. Ms. Proud holds an MPH with a focus in public health policy from the University of Southern California.
