Sliding Fee Discount Program
This two-part training will support community health center compliance with Form 5A Sliding Fee Discount Program (SFDP). Session one is a technical training on SFPD requirements and what flexibility the community health center has in designing their program. Part two is a hands-on session on how to implement and monitor your HRSA compliant SFDP, while preparing for Operational Site Visits (OSV). Attendees are asked to bring their SFDP policy and related forms for this portion.
As a result of this training, attendees will:
- Identify which requirements are defined by HRSA, and those by the community health center.
- Learn key elements that must be included in your SFDP and its link to Form 5A.
- Evaluate your SFDP policy and scale and related forms for each requirement.
- Understand how and with whom to waive charges.

Speaker Biography:
Lucy Reimche is an accountant in California since 1993 working in both the public and private sectors. She started as an auditor at Ernst & Young where she specialized in performing audits of complex governmental entities. She then moved into the healthcare industry serving as a Chief Financial Officer for hospitals for 13 years and as a contracted Chief Financial Officer for over 20 years for federally qualified clinics and worked in public accounting with a focus on FQHCs. From 2011 until 2019 she was the managing partner for FHG Partners, LLP, a CPA firm that specialized in FQHC & FQHC–LAL needs. Since 2007, she has been the owner of Reimche & Associates LLC, a consulting firm focusing on non-profit compliance, strategic planning, grant compliance, and accounting system conversions for FQHC & FQHC-LALs. Her audit specialty is serving not-for-profit healthcare clinics, performing all types of financial, compliance and pension audits and providing consulting services.
