Health Centers & Immigration: Navigating a Changing Environment and Protecting Access to Care
During this in-person, interactive training, expert presenters will help health center staff anticipate and prepare for potential immigration activity at health center locations. Presenters will discuss potential scenarios and what to expect and share recommendations for how to lawfully respond. Presenters will provide an in-depth look at what steps health center organizations and employees can take to minimize disruption to operations and keep protected health information safe. Participants will be invited to observe and participate in role-playing scenarios to further their comfort and confidence with the material. Panelists will answer participants’ questions and facilitate best practice sharing around fostering and maintaining a safe and welcoming environment for health center staff and patients.
Learning Objectives:
- Gain familiarity with the scenarios and circumstances under which immigration activity might occur at a health center location.
- Understand what responding lawfully entails and what policies and procedures should be in place.
- Increase confidence and comfort with procedures for responding lawfully while minimizing disruption and keeping protected patient information safe.
- Learn strategies and approaches to promote access to care.

Instructor Biographies
Shiu-Ming Cheer is California Immigrant Policy Center’s (CIPC) Deputy Director of Immigrant & Racial Justice. In this role, she advocates for statewide and local policies that advance immigrant rights and protect people from criminalization, detention and deportation. Shiu-Ming has over 25 years of experience working at the intersection of immigrant rights, criminal legal reform and anti-state violence. She graduated from UC Berkeley with a double major in Ethnic Studies and English Literature, and from UCLA School of Law’s Epstein Program in Public Interest Law and Policy.
Carlos Alarcon is CIPC’s Health & Public Benefits Policy Analyst in Los Angeles. Carlos received his Bachelors in Finance from UC Riverside and Masters in Public Policy from UCLA’s Luskin School of Public Affairs. He has been a leader in the California immigrant youth movement for the past six years. Carlos has focused on helping immigrant communities by fighting for equitable immigration and higher education policies at the state and federal levels.
